கடல்சார் துறையில் நமது துடிப்பான முயற்சிகளுக்கு டாக்டர் பாபாசாகேப் அம்பேத்கர் பெரும் உத்வேகமாக இருந்தார். தண்ணீர் சக்தி, நீர்வழிப்பாதைகள், பாசனம், வாய்க்கால் கட்டமைப்பு மற்றும் துறைமுகங்களுக்கு பாபாசாகேப் உயர்ந்த முக்கியத்துவம் அளித்தவர். இந்தத் துறையில் அவரது பணி இந்திய மக்களுக்கு மிகவும் உகந்ததாகவும் பயனளிப்பதாகவும் இருந்தது என்று குறிப்பிட்டுள்ளார்.”
